Alas, the piece was pitched the week before Steve Walt's Foreign Policy essay, contributed elsewhere on deadline in early April, and then languished. I'll pitch the Atlantic first next time, in that they're at least timely! (Indeed, the piece would have come out a few days earlier but some tall fellow got whacked in Pakistan.)
I'll engage the substantive points at OTB shortly.
